A new report from Dr James Downe (Cardiff Business School), Ian Bottrill (Learning for Leadership Cymru) and Lynne Wardle (Taylor Haig) has found that local government reorganisation could deter new councillors from standing for election and impact heavily on democratic processes and representation.
