Rachel's research interests include performance improvement and public services, the application of institutional theory to public service reform, equality and diversity in public service organizations and organizational accountability across the public sector. She has published in a number of refereed journals including: Journal of Public Administration, Research and Theory, Public Administration, Journal of Management Studies, Policy and Politics, Government and Policy and Public Management Review.

She established and convenes the Public Management and Governance BAM Special Interest Group, in addition to co-chairing the Public Management and Governance Track at the British Academy of Management conference.
She is a member of the ESRC Peer Review College for Research Grants and is a member of the ESRC Postgraduate Framework Referee College.
She sits on the editorial board of Local Government Studies and reviews articles for JPART, Public Administration, Policy and Politics, International Journal of HRM, Local Government Studies and the British Journal of Management.
